Updating CAEN Rev. 3 codes — deadline and procedure for companies
CAEN codes — Romania’s Classification of National Economic Activities — identify a company’s principal and secondary business activities.
Applicable since 1 January 2025, CAEN Rev. 3 is gradually replacing Rev. 2, which had been used since 2008. This update aligns the Romanian classification with the European NACE Rev. 2.1 classification and reflects developments in economic activities.
Moving to the new classification does not always involve simply replacing one code with another. Some activity classes have been split or merged, so the codes selected must reflect the activities actually carried out by the company.
Extension of the transition period
Companies that have not yet updated their registered business activities to CAEN Rev. 3 have been granted additional time to complete the formalities.
Government Decision No. 788/2026 establishes a new implementation period of six months from its entry into force on 1 October 2026. This results in an end date of 1 April 2027.
The extension does not remove the need to update the codes. We recommend preparing the application well in advance, particularly where a company carries out several activities or wishes to register other changes at the same time.
Required documents
For a straightforward update, the Romanian National Trade Register Office (ONRC) provides a simplified procedure requiring a registration application and, where applicable, evidence of the authority granted to the person handling the formalities.
If the update also involves changing the company’s business activities or registering other amendments, additional documents may be required, including a shareholders’ resolution or sole shareholder’s decision and updated articles of association. The Trade Register then issues a new registration certificate reflecting the update.
Updating CAEN codes does not replace the need to check the permits and specific requirements applicable to the activities concerned.
